AREAS OF RESPONSIBILITIES
This position is responsible for the guidance and operation of the Tax Policy and Assessment Review section within the Finance Division. The individual will be required to provide input on the strategic direction for the area, with an emphasis on the development of a cyclical work plan to address the mitigation of revenue loss risk in the face of significant community growth. The position will be responsible for developing recommendations regarding tax policy options both within Brampton and as part of the Region of Peel. This individual will also be required to personally represent the Corporation or co-ordinate representation in dealings with external agencies, various clients, legal proceedings, and appeal hearings. This position also supervises staff performing various tax billings throughout the year and is responsible for ensuring that all legislative requirements and administrative policies are followed. Provides direction, guidance and development opportunities to staff.
OPERATION SUPPORT
- Oversee, verify and co-ordinate the accuracy of the assessment roll as prepared by the Municipal Property Assessment Corporation (MPAC);
- Co-ordinate a systematic review of key properties or property categories to identify possible appeal opportunities;
- Recommend, plan, develop and implement new or innovative procedures to enhance revenues, reduce costs and improve efficiency;
- Analyse and monitor in year assessment growth;
- Maintain and utilize a computerized model to determine the impacts of various tax policy options and market value adjustments;
- Based on analysis and modelling, prepare recommendations on tax policy options;
- Direct staff on the preparation of required Statement of Issues and Responses for Tribunals.
- Serve as an advocate or witness on behalf of the City at hearings of the Assessment Review Board and other legal proceedings;
- Assists in completing the interim and final tax billings and administers the supplemental tax billing process, adjustment billings, payment processing functions and related matters regarding property taxes
- Ensure applicable supplementary taxes and other adjustments are processed within legislated timelines
- Co-ordinates various appeal billings in the tax system and approves appropriate levies
- Assists Tax Manager with organizing and processing interim and final tax billings;
- Oversee and approve tax reductions and refunds resulting from decisions of the Assessment Review Board, other tribunals, Courts, or MPAC; Ensures Daily Tax Receivable file sub ledger is accurate and balanced daily and assist staff with analysis and resolution of any discrepancies;
- Assists with all aspects of payment processing and tax account updating
STAFF SUPERVISION
- Supervise the Tax Policy and Assessment Review area, including hiring, guidance and direction of staff
- Develop an assessment review service work plan and ensure it is implemented and followed by staff;
- Develop and supervise the processes for various tax programs such as Senior and Disabled Taxpayers and Commercial/Industrial Vacancy Rebates;
- Approve tax rebates and refunds
- Monitor staff and their daily operations to ensure that proper priorities and service levels are maintained;
- Organize training sessions with staff, focussing on tax and assessment legislation changes and continuous improvement;
- Ensure assessment file is updated to reflect decisions of the Assessment Review Board;
- Responsible for the establishment of service level targets in conjunction with the annual service plan;
CUSTOMER SERVICE
- Liaise with staff, community groups, organizations and contractors in a professional manner.
- Handle and resolve issues and enquiries to meet corporate service standards. Escalate complex issues to appropriate level.
- Build and maintain a relationship with internal and external stakeholders, departments and team members to achieve common goals and objectives.
COMMUNICATION AND REPORTING
- Represent the department/City in meetings with internal and external customers, suppliers, professional associations and municipal and provincial governments;
- Investigate and respond to escalated assessment related issues.
- Participate in regular meetings with customers and stakeholders for information sharing and best practices development
- Prepares reports for Council and attends at various Committee meetings
- Assists Legal Department in preparation for assessment actions against or by the City
- Provides assistance/backup to Manager, Taxation and Assessment and Supervisor of Tax Services as required
- Liaise with other areas of the department and Corporation as needed
- Keep management informed of activities and initiatives; recommend solutions for effective decision-making.

SELECTION CRITERIA
Education:
- Post-secondary degree or diploma in Business or Public Administration or equivalent in related field
Experience:
- 3-5 years progressive tax/assessment experience
- 2-3 years supervisory experience; Ability to Supervise, guide and motivate staff
Other Skills and Assets:
- Sound understanding of the Assessment Act and Municipal Act with an emphasis on municipal tax policy
- Practical knowledge of Municipal, Regional, Provincial and Federal Governments and applicable Legislations is an asset

Major Responsibilities:

POSITION OVERVIEW
Reporting to the Director of Finance & Treasurer, the Taxation Specialist serves as the Town’s technical expert in municipal taxation and is responsible for the accurate, compliant and effective administration of property tax billing, collections, assessment-related adjustments, tax-roll maintenance, reporting and related systems. As a key member of the Finance team, the Taxation Specialist champions continuous improvement, process modernization, and data-driven decision-making initiatives, including supporting the Town’s transition to Dynamics 365 Business Central. Balancing technical expertise with a customer-focused approach, the Taxation Specialist fosters positive service experiences while supporting the Town’s financial stewardship and operational excellence.
MAJOR RESPONSIBILITIES
- Lead and oversee municipal tax billing, collection, and revenue administration functions, ensuring effective internal controls, legislative compliance, service excellence, and achievement of municipal revenue objectives.
- Administer the tax collection process, including arrears registration in compliance with the Municipal Act, and manage payments, deposits, and Payment in Lieu of Property Tax (PILT) billing and collection.
- Liaise with the Municipal Property Assessment Corporation (MPAC), the County of Wellington Property Tax Analyst, and other relevant bodies to support assessment accuracy and resolution of tax matters.
- Provide exceptional customer service by assisting taxpayers at the counter, by phone and email with inquiries related to tax billing, assessments, appeals, and incentive programs, including assisting with escalated matters from other staff.
- Coordinate and maintain the integrity of the tax roll, ensuring timely and accurate updates to ownership, name changes, assessment adjustments and related taxation data.
- Champion continuous improvement initiatives by identifying opportunities to streamline processes, leverage automation, enhance service delivery, and improve operational efficiency within taxation and revenue functions.
- Develop, monitor, and analyze key performance indicators (KPIs), assessment growth, supplementary taxation, revenue collection trends, and tax incentive programs, providing insights and recommendations to support financial planning and decision-making.
- Lead the development, implementation, and continuous review of taxation policies, procedures, and operational practices to support legislative compliance, financial sustainability, and organizational objectives.
- Act as a subject matter expert and change champion in support of the Town’s implementation and ongoing optimization of Dynamics 365 Business Central and related financial technologies.
- Collaborate with internal departments, consultants, and technology partners to support business process reviews, system enhancements, testing, and adoption of digital solutions.
- Administer and reconcile tax adjustments, apportionments, and balance changes resulting from Assessment Review Board appeals, Minutes of Settlement, and year-end audit processes using financial software.
- Contribute to annual budgeting through calculation of property tax revenues and reconciliation of revenue reports, including the Financial Information Return (FIR) and other mandatory reports.
- Provide functional direction, technical guidance, training and mentorship to staff involved in taxation activities, including prioritizing work, explaining procedures, reviewing work for accuracy, and sharing taxation knowledge across the organization.
- Prepare and coordinate Statements of Issues, responses, and supporting documentation for tribunals and assessment-related proceedings.
- Interpret and apply relevant legislation, regulations, municipal by-laws, and taxation policies, providing expert advice and recommendations on complex taxation matters.

- Certified Municipal Revenue Professional (CMRP) designation, Institute of Municipal Assessors designation, municipal accounting certification, or related accreditation or certification is considered an asset.
- Strong knowledge and demonstrated understanding of municipal taxation, Assessment Act and Municipal Act, Ontario Property Tax Analysis (OPTA), Municipal Connects (MPAC), and taxation systems, including all applicable legislation and regulations.
- Experience providing technical guidance, procedural training, work coordination or quality review to staff, students or temporary support is considered an asset.
- Excellent customer service and communication skills (written, verbal and interpersonal) with the ability to interact courteously, diplomatically and tactfully with employees, officials, members of the public and members of Council.
- Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint) and aptitude for learning financial systems and software;
- Experience with Dynamics 365 Business Central, Microsoft Power Platform, Sylogist, Power BI, or other municipal enterprise systems would be considered an asset;
- Excellent organizational, time-management, and prioritization skills; able to work independently and meet deadlines.
- Strong leadership, change management, and coaching skills with the ability to influence, inspire, and lead through organizational and technological change.
- Demonstrated ability to analyze complex financial and operational data, identify trends, develop performance metrics, and provide actionable recommendations.
- High level of discretion, confidentiality, and adherence to privacy legislation and organizational policies.
- Strong commitment to fostering a healthy, safe, and respectful workplace.
- Police Criminal Record and Judicial Matters Check satisfactory to the Town.
WORKING CONDITIONS AND ENVIRONMENT
- This position works 35 hours a week, typically between the hours of 8:30am-4:30pm, Monday to Friday, however the incumbent may also work outside of regular business hours to attend meetings and / or urgent matters.
- This position will be eligible to apply for a hybrid work agreement in accordance with the Telecommuting Policy (currently up to 2 days’ remote work per week, subject to annual review and application)
