Great Plains (Central Square) Citizen Portal?

Is there any Municipalities out there using Microsoft Great Plains(Central Square) who are working with E-Solutions and possibly interested in setting up a citizen portal?  There is a option to cost share with other Municipalities.   Thanks   Sandra Brown Tax and Revenue Manager Deputy Treasurer Municipality of Port Hope
